Minutes <br />City Council Regular Meeting <br />Monday, April 28, 2025, 6:00 PM <br />City Council Chambers 2780 Kelley Parkway, Orono, MN 55356 <br />Page 2 of 3 <br />Berrett moved,Persian seconded, to adopt Resolution 7579 approving the Conditional Use Permit, <br />Preliminary Plat, and Site Plan Review for 430 Old Crystal Bay Road with the conditions set out in <br />the Resolution. VOTE: Ayes 4, Nays 0. <br />COMMUNITY DEVELOPMENT REPORT <br />13.LA25-000007, 4745 North Shore Drive, After-the-Fact Conditional Use Permit Amendment <br />The City Council is requested to review the Staff report, receive a presentation,and discuss and table the <br />After-the-Fact Conditional Use Permit Amendment. The Planning Commission recommended approval, <br />conditioned upon submittal of updated landscape plans to screen the walls and engineering documentation <br />of the need for the change. A landscaping plan was provided,but not the justification for the engineering <br />changes. <br />The Council discussed the item and asked questions of the applicant, Matt Jasper, 4745 North Shore <br />Drive. <br />Berrett moved,Persian seconded, to table the request for a Conditional Use Permit Amendment for <br />4745 North Shore Drive and direct the applicant to provide justification for the wall in the <br />Southeast corner of the property. VOTE: Ayes 3, Nays 1 (Benson). <br />CITY ATTORNEY REPORT <br />None <br />CITY ADMINISTRATOR/ENGINEER REPORT <br />14.Orono Fire Department Reduction in Force <br />The City Council is requested to review the Staff report, receive a presentation, and discuss and approve <br />the reduction in force for paid-on-call firefighters. The Fire Relief Association would have to be dissolved <br />and an automatic vesting of all employees covered by that association at a cost of $170.000. <br />The Council discussed the item and asked questions of staff. <br />Persian moved, Ricks seconded, to adopt Resolution 7580 as written to terminate the Orono Fire <br />Department Paid on Call effective April 30th, 2025. VOTE: Ayes 3, Nays 1 (Berrett). <br />City Administrator Edwards noted the work session for that evening had been canceled due to possible <br />extreme weather in the early evening,and those items would be rescheduled.Also, his annual <br />performance review conducted during the closed session at the last meeting was not completed due to the <br />late hour and would need to be continued. <br />MAYOR/COUNCIL REPORT <br />Acting Mayor and Council provided reports. <br />5
