ARTICLE II PROPERTY RIGHTS Section 1. Owners* Eaacincnts of Eniovnent. Every Owner shall have an equal right and easemc of enjoyment in and to the Common Area, which shall be appurtene io and shall pass with the title to every Lot, subject to the foixowing provisions: (a) The Association has the right to suspend the voting rights and the right to use recreational facilities by an Owner for any period daring whirh any assessment I ^inst his Lot remains unpaid, and for a period not to e./vceed 60 days for any infraction of its published rules and regulations. (b) The Association has the r^/ht to dedicate or transfer all or any part of the Common Area to any public agency, authority or utility for such purposes and subject to such conditions as r he ag..eed to by the Members. No such dedication or ti er shall be effective unless an instrument agreeiiAj to such dedication or transfer signed by sixty-seven percent (67%) of each class of Members has been recorded and (ii) a resolution of the City Council of the CitrT" of Orono approving sucH dedication or Transfer nas oeen reccided. Section 2. Delegation of Use.
