, <br />RESOLUTION NO. 847 <br />RESOLUTION AMENDING THE LAND USE PLAN <br />OF THE CITY OF ORONO WITHIN THE FRAME- <br />WORK OF THE COMPREHENSIVE GUIDE PLAN <br />WHEREAS, the Planning Commission of the City of Orono has prepared a <br />Comprehensive Guide Plan which includes a compilation of policy statements, goals, <br />standards, and maps for guiding the physical, social and economic development, <br />both private and public, of the municipality and its environs; and <br />WHEREAS, the City Council has reviewed and adopted said Comprehensive <br />Guide Plan; and <br />WHEREAS, the Planning Commission and the City Council have reviewed the <br />proposed plat and planned residential development of Summit Station; and <br />WHEREAS, the proposed Summit Station development consists of six <br />clustered homes surrounded by commonly owned access and open space areas, has a <br />community water well system, has been served by an extension of the metropolitan <br />sewer system, is near to an arterial highway, and is remote from a lake or wetland <br />conservation area; <br />NOW, THEREFORE, BE IT RESOLVED that the City of Orono finds that the <br />•Summit Station development proposal is consistent with the Comprehensive Guide Plan <br />provisions for the location of clustered homes as -follows: <br />1. Open space under common ownership may satisfy group needs of <br />multiple or clustered dwellings and may be owned and main- <br />tained privately. <br />2. Urban residential housing should be clustered whenever <br />possible to preserve such natural amenities as slopes and <br />to provide open space to achieve greater distance between <br />housing and external problem areas. <br />3. Development in the urban residential classification requires <br />public sanitary sewer and a location near streets of arterial <br />designation. <br />4. The extension of metropolitan sewer was from adjacent <br />property and was not through existing rural land areas. <br />5. The development is on land remote from any lake or wetland <br />conservation area thereby minimizing environmental impact upon <br />those unique natural amenities. <br />0 <br />
