Bernhardson, City Administratol^t'^^ <br />November 30,1989 <br />SUBJECT: Assessing Services 1990-91 <br />COUNCIL MEETING <br />DEC 111989 <br />CITY OF ORONO <br />Attachments:A.Assessing Services Memo 1990-91 Dated 11/21/89 <br /><Memo Only) <br />B.Summary of Assessing Service Proposals <br />C.Paul Smith & Associates Proposal Dated 10/23/89 <br />ISSUE - Selection of an individual to provide the service on a <br />contract basis. <br />INTRODUCTION - At the last Council meeting information was <br />presented as to progress towards selection of a contractor to <br />provide services in the upcoming 20 months. <br />DISCUSSION - All three of the individuals who had submitted <br />requests in response to the proposal possessed the necessary <br />experience and/or certifications to provide the assessing <br />services for the upcoming year and a half. All three individuals <br />had worked as assessors with cities and if not currently <br />qualified, could be qualified within six months. The State <br />allows up to two years after start of work to obtain the <br />necessary certification. Additionally all have had experience <br />doing appraisal work in the private sector. All are small <br />organizations of two to four people. <br />Given the fact that all three were able to provide the same <br />services that are currently being provided by Rolf Erickson and <br />that all met the qualifications to provide such service, <br />selection then became an issue of the cost at which the service <br />was to be provided. As noted in Attachment B the comparison of <br />costs indicates Mr. Paul Smith would provide the services in the <br />most cost effective manner. All three are providing services at <br />a level below that which is estimated to be provided on an in- <br />houne basis. Over a 20 month period this estimate would be <br />approximately $138,000. <br />ALTERNATIVES - <br />1.Select an applicant. <br />2.Table for discussion until January 8, 1990 Council meeting. <br />3.Undertake selection of an in-house Assessor. <br />RECOMMENDATION - It is recommended that the City select Paul <br />Smith as contract assessor for the period 1 January 1990 to 31 <br />August 1991.
