The Property is guided in the 2020-2040 Community Management Plan for industrial use. <br /> A3. The Property is located in the I- industrial Zoning District, which allows a garage condo <br /> business as a conditional use. <br /> A4. The Property contains 4.88 gross acres in area. <br /> A5. The proposal would create 85 condo units within 5 buildings. <br /> A6. The Property is located within the MUSA and will be served by city sewer and water. <br /> A7. The Property is within the Stormwater Quality Overlay District which restricts overall <br /> hardcover. The property is located in Tier 5 with a maximum allowed hardcover of 85%. The <br /> proposal results in 126,869 sq.ft of hardcover or 75% of the site. <br /> A8. The Developer has prepared grading plans to manage stormwater on-site. <br /> A9. A Site Plan Analysis was completed and the development of the vacant lot will meet all <br /> zoning standards according to the revised plans. <br /> A10. The existing public roadway, Orono Industrial Blvd, provides access to the Property. <br /> Orono Industrial Blvd will be constructed to complete the Crystal Bay Business Center <br /> development improvements. The existing right of way is unimproved and is scheduled to be <br /> built to meet city standards. <br /> A11. The proposal requires a preliminary and final plat due to the condo plat proposed. The <br /> land is not being subdivided. The proposed development is not a subdivision therefore, park <br /> dedication fees or Conservation Design Plans are not required. <br /> CONDITIONAL USE PERMIT ANALYSIS: <br /> The City Council may approve a conditional use permit for garage condo use as long as the <br /> following criteria are met: <br /> B1.No exterior parking or storage is permitted for a period longer than twenty-four(24) hours. A <br /> parking plan must be provided to demonstrate accessibility to the site. The applicant has <br /> submitted a proof of parking plan noting parking for each unit and 7 additional possible <br /> additional guest parking stalls. The applicant notes that the site does not support outdoor <br /> storage or overnight parking. Additionally, the applicant notes in their covenants that no <br /> 2 <br />
