Date: April 28, 2025 Item: 12 <br />Presenter: Laura Oakden, Community Development Director <br />Section: Consent Agenda <br /> <br />Title: LA24-000068, 430 Old Crystal Bay Road North, Conditional Use Permit, <br />Preliminary Plat, and Site Plan Review - Resolution 7579 <br /> <br /> <br />1.Purpose: <br />The applicant is requesting a Conditional Use Permit, Preliminary CIC Plat approval, and Site Plan <br />approval for an eighty-five (85) unit Garage Condo development. <br />2.MN§15.99 Application Deadline: <br />The application was submitted on December 12, 2024 and deemed complete on January 9, 2025. <br />The application was granted an administrative extension which expires May 5, 2025. <br />3.Background: <br />The City Council reviewed the application at the April 14, 2025 City Council meeting and made a <br />motion (5-0) to directed staff to draft an approval resolution for the applications with the identified <br />conditions. (Staff Report) (Video). <br /> <br />The proposed Garage Condo development will access off of Orono Industrial Boulevard to be <br />constructed on the north side of the roughly 5-acre parcel. The Applicant provided a narrative <br />describing the proposed 85-unit Garage Condo development. The Developer/Owner Association <br />(OA) will own the land and the individual condo units will be for the personal use of each owner. <br />Each unit is proposed to have developer-installed utility connections for water and sewer and can <br />be customized by the owners to include additional amenities such as bathrooms, kitchens, and/or <br />washers/dryers. The common spaces on the property will be managed by the Owner Association <br />which will provide for general maintenance and stormwater drainage of the site determined by the <br />Developer and outlined in the OA Covenant documents. The development will not have customer- <br />facing retail or commercial uses. The development will meet all zoning requirements for the site <br />within the industrial district. <br />4.Planning Commission Vote and Comment: <br />The Planning Commission reviewed the applicant’s request at the February 18, 2025 Planning <br />Commission meeting where a public hearing was held. The project was ultimately tabled and the <br />Commission directed the applicant to provide updated information addressing several issues. <br />(Video) (Staff Report) <br /> <br />The applicant provided updated or additional information for review at the March Planning <br />Commission meeting. The Commission determined that off-street parking for the site should be <br />provided and gave direction to the applicant to amend there plan. Additionally, the commission <br />commented on the amount of building area on the size and the demand of parking. The <br />Commission overall did support the use for the site and votes to deny as apply (4-1).
