Staff Analysis and Recommendation <br />•The need for a driveway variance in the shore or <br />tributary setback is relatively uncommon. <br />•Most recently, a variance was approved at 1850 <br />Lakeside Trail to permit a 12-foot wide driveway within <br />the tributary setback. <br />•The Shoreland regulations limit driveway width to 8 feet <br />within the lakeshore and tributary setback (when there <br />is no alternative access). <br />•Recommendation: Amend the City Code to follow <br />the DNR model ordinance. <br />•Staff would follow the guidance in the DNR model <br />ordinance and the City’s existing driveway standards to <br />ensure the driveway is designed to minimize adverse <br />impacts. <br />•Screening and/or hardcover mitigation may also be <br />required. <br />Next Steps: Determine if a code changes is necessary.•Direct staff to draft a code amendment and publish for a Planning <br />Commission review and public hearing.53
