Zoning File #1407 <br />Hay 12, 1989 <br />Page 3 of 3 <br />In general, this proposal appears to meet all requirements <br />of the subdivision ordinance. <br />Staff RecoMendation - <br />Staff recommends approval of the proposed division subject <br />to the following conditions: <br />1. Driveway access to North Ferndale Road shall be via a <br />shared driveway between Lots 1 and 2. <br />2. A retention basin shall be constructed per the City <br />Engineer's recommendation within Lot 2. Tills basin shall be <br />designed by applicant's engineer and reviewed and approved <br />by the City Engineer prior to Council preliminary plat <br />approval. The basin shall be constructed as part of the <br />initial construction work on the property. <br />3. On the plat drawings, 33' of right-of-way for North <br />Ferndale Road shall be dedicated as public roadway. <br />Additionally, a 25' private road outlet along the north <br />boundary of the property shall be shown on the plat for <br />private road purposes. The standard road and utility <br />easement shall be granted over the outlet private roadway. <br />4. Lot 2 will be subject to a $200.00 park fee per the <br />current fee schedule. <br />5. Applicant shall submit a site grading plan for the house <br />prior to issuance of a building permit, which must be <br />approved by the City Engineer, prior to issuance of the <br />building permit. <br />6. Standard drainage and utility easements shall be shown <br />on the plat drawings. <br />In your recommendation. Planning Commission has the option <br />to require that the retention basin be designed and approved by <br />the City Engineer prior to your recommendation, or you could make <br />a recommendation for approval subject to that plan being approved <br />prior to preliminary plat review by the Council. In total impact <br />of this development on neighboring properties, this proposal <br />differs very little from the Wayzata Country Club situation. It <br />is staff's opinion that the City has responded to concerns of the <br />neighboring property owners adequately.
