MINUTES OF THE ORONO COUNCIL MEETING OP JUNE 12, I'JSS <br />#1409 JANN/RENEE OLSTEN <br />3090 PARVIEW <br />CONDITIONAL USE PERMIT <br />RESOLUTION #2647 <br />Mr. Olsten was present for this matter. <br />There wj*;s no request for further discussion on behalf of the <br />applicant nor the Council. <br />It was moved by Mayor Grabek, seconded by CounciImember <br />Peterson, to adopt Resolution #2647, approving the conditional <br />use permit for Jann and Renee Olr:en. Motion, Ayes=5, Naya»0# <br />Motion passed. <br />#1410 RON AND JULIE PRINBAS <br />1980 HERITAGE DRIVE <br />VARIANCE <br />Mr. and Mrs. Prineas were present for this matter, as was <br />their Realtor, Carol LaQuay, and their surveyor, Mr. Cardarclle, <br />Assistant Planninq and Zoning Administrator Gaffron informed <br />the Council of the major issues involved with this application. <br />At the May 15, 1989 Planning Commission Meeting, access became <br />thisissi.e of concern. The applicants are proposing access to <br />the non-homestead parcel directly off of County Road 15. They <br />obtained a letter from Mr. David Zetterstrom of Hennepin County <br />indicating that the Cou»^ty had no objections to such a proposal. <br />Mr. and Mrs. Robert tierna, neighboring property owners, <br />expressed their conce.'. t. for safety should a new access onto <br />County Road 15 be created. The Planning Commission suggested <br />that the applicantsyexplore the possibility of sharing Mr. and <br />Mrs. Stierna' driveway. Mr. and Mrs. Stierna had indicated that <br />could be an option, in addition the option of accessing the <br />property from the rear using an existing easement. <br />Mr. Stierna said that he had determined that sharing a <br />driveway would not be beneficial. He briefly explained the <br />easement that was reflected on his certificate of title. Ms. <br />LaQuay advised the Council on the history of the easement to <br />which Mr. Stierna referred. She said that it had since been <br />extinguished as it was no longer necessary once Heritage Drive <br />was constructed. <br />CounciImember Goetten said that she disliked the proposed <br />location of the driveway. Councilmember Nettles concurred and <br />suggested that the driveway be configured away from the Stierna’s <br />property line. Gaffron said that locating the driveway further <br />north elsewhere could interfere with the front alternate <br />drainfield site. Gaffron suggested that a third site to the rear <br />of the property be tested for mound system capabilities. If the <br />site is suitable, the alternate site to the front of the property <br />could be eliminated. This would allow for the driveway to be <br />located more to the center of the parcel, and would also provide <br />a slight increase in the size or the building envelope.
