COMMITTEE DESCRIPTIONS: <br />ll METROPOLITAN AGENCIES COMMITTEE <br />Considers legislative issues and non-legislative issues related <br />to the Metropolitan Council and Metropolitan Coooissions. The <br />Connittee nonitors the structure and relationship between the <br />regional entities and local units of government and reviews <br />amendments to Metropolitan Development Guide Policy Chapters or <br />any new chapters developed. In past years, the Committee has <br />developed policy on land use planning, metropolitan <br />significance, solid waste management. Met Council selection <br />process, etc. It also reviewes the council's yearly budget. <br />2. MUNICIPAL REVENUES CONNITTEE <br />Considers any matter concerning revenues, taxes, and city <br />expenditures. Included are state aid formulas, stste aid dollars, <br />levy limits, property tax assessments, and fiscal disparities. The <br />Committee will be looking very carefully at the effects of the <br />state aid formula and levy limit modifications as well as the new <br />net tax capacity rates and the balance of aids/credits between the <br />metro and outstate regions. <br />3. HOUSING AND ECONOMIC DEVELOPMENT <br />% <br />Concerns itse.lf with all issues related to economic development <br />and housing including subsidized housing, affordable housing, <br />and activities of the Metropolitan HRA. Reviews all amendments <br />to the Metropolitan Council's Housing Guide Policy Chapter with <br />particular emphasis on low and moderate income housing concerns. <br />Will review legislation dealing with EDA's, HRA's, Tax Increment <br />Financing (TIF) and Development authorities. <br />4. GENERAL LEGISLATION COMMITTEE <br />Examine issues which have impact on metropolitan area cities <br />outside the scope of other ANN committees. In the past, this <br />Committee developed poli^ey on municipal self insurance, <br />municipal consolidation, pensions, cable communications, PELRA <br />Amendments, Comparable North, etc. <br />5. TRANSPORTATION CONNITTEE <br />Studies all major Issues related to transportation and transit <br />at the metropolitan, state and federal levels. The ten (10) <br />elected officials who represent the ANM on the Transportation <br />Advisory Board (TAB) and the eight (8) city staff officials <br />who represent the ANN on the Technical Advisory Committee (TAG) <br />are encouraged to be members of this Committee along with other <br />city officials.
