June 6, 1989 <br />TO: Member City Officials <br />FROM: Walt Fehst, President <br />RE: MEMBERSHIP ON AMM LEGISLATIVE POLICY COMMITTEES AND <br />NOMINATIONS TO THE REGIONAL TRANSIT BOARD <br />1. REGIONAL TRANSIT BOARD (RTB) NOMINATIONS* <br />Recent legislation reorganizing the Regional Transit Board <br />provides that of the new eleven member board, eight shall be <br />appointed by the Metropolitan Council one each from the <br />various council districts per the enclosed map. Of these <br />eight, at least two must be elected county officials and four <br />must be elected city or town officials. Various <br />organizations representing counties and cities, including the <br />AMM are required to provide the Metropolitan Council with at <br />least two nominations for each position. <br />This is a significant change from past philosophy. Recent AMM <br />policy called for elected official direct participation on <br />the Regional Transit Board. Legislators, including the <br />principal authors, were concerned about the dedication and <br />coBUDitment of time by elected officials and only after several <br />strong assurances by AMM staff did they in fact establish an <br />RTB with a majority of elected officials. <br />The new RTB in addition to its previous tasks and duties, has <br />regional planning and approval authority over LRT. Its <br />responsibilities will include coordination of all transit, <br />approval of LRT Grants, study and provision of increased <br />suburban transit opportunity and overseeing a new LRT planning <br />advisory group. <br />A position on this new board will be challenging and will <br />require a commitment on the part of those serving to be active <br />participants. RTB members receive $50 per meeting not to <br />exceed $50 per day and parking and travel expenses. The <br />current board meets twice a month late Monday afternoon with <br />subcommittee meetings following. However, meeting day, time <br />and frequency will be at the discretion of the new board. The <br />AMM board must make nominations to the Metropolitan Council <br />by the last week of June.
