See Exhibit <br />F (Variance Exhibits), submitted by the applicant, detailing the full scope of work to be completed. <br />Due to the property’s location on a peninsula, the existing residence is fully lakeward of the average <br />lakeshore setback (ALS) line and is abutting the 75-foot lakeshore setback. With this project, the <br />hardcover within the 75- foot lakeshore setback will decrease by 153 net square feet. Overall, the <br />hardcover on the property will increase from 11.1% to 13.3%, an amount that is below the 25% level <br />allowed within Tier 1 of the Stormwater Quality Overlay District where the property is located. <br /> <br />Practical Difficulties Analysis <br />Applicant Submittal Information: <br />The applicant has provided a detailed analysis of the work to be completed, noting that the building <br />envelope of the site is small and is nearly unbuildable due to the ALS. The applicant highlights that the <br />property owners want to improve their house, and are contemplating the proposed changes instead <br />of demolishing the house and rebuilding brand new. With the limitations of the site, the homeowners <br />have little leeway in improving their home. <br /> <br />Planning Staff Practical Difficulty Analysis: <br />As a peninsular property, the location of the ALS is approximately 39 feet behind the existing primary <br />residence, and any improvements would be within the ALS. Additionally, the existing residence is sited <br />up against the lakeshore setback on two sides, where most improvements on the lake side of the <br />house fall within the lakeshore setback. Although the hardcover is increasing on the property with <br />this project, the hardcover within the lakeshore setback is decreasing. The structural improvements <br />are primarily screened by the existing residence, and in staff’s opinion, outside of the neighboring <br />properties lake views. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Application Summary: The applicant requests variances from the average lakeshore setback, <br />75-foot lake setback and hardcover within the 75-foot lake setback for a home expansion <br />project. <br />Staff Recommendation: Planning Department Staff recommends approval. <br />38
