Zoning File #1408 <br />June 8, 1989 <br />Additional Comments and Planning Commission Recommendation - <br />Additional Exhibits <br />Exhibit Q - Glenn Cook's Report Dated 5/12/89 <br />Exhibit R - Engineer's Signed Copy of Retaining Wall Design <br />Exhibit S - Planting Schedule & Site Plan Locating Plantings <br />Exhibit T - Final Site Plan Locating All Improvements <br />The applicant has submitted all additional information and <br />exhibits conditioned upon the Planning Commission's approval <br />recommendation. The final site plan (Exhibit T) has been revised <br />locating sea wall, walkways along sea wall, and signage. The <br />planting schedu”'^ and site plan locating the plantings have been <br />submitted and t closed in your packet as Exhibit S. Staff can <br />confirm that the applicant proposes to continue to sell gasoline <br />at the site. The tanks were inspected. Applicant will submit <br />copies of the inspection report for the City files. <br />Retaining wall design has been signed by a registered <br />engineer. The City Engineer is working with the applicant to <br />complete the necessary Information for resolve of storm water <br />design computations. It is interesting to note that in the <br />M.C.W.D. permit for the retaining wall, storm water design <br />computations were not asked for as they felt the proposal could <br />only be an improvement over the existing improvements. Note that <br />there is a reduction in the hardcover within the 0-75' setback <br />area. Glenn will submit his final comments on the storm water <br />design as soon as the applicant's engineer is able to complete <br />his report. Staff does not feel it necessary to delay action on <br />the application and has drafted the approval resolution based on <br />the condition that staff will not issue a building permit for new <br />construction until the City Engineer has submitted a written <br />report approving the storm water design computations/plan. <br />Both the Planning Commission and the Council representative <br />asked that the review of this conditional u'^e permit and variance <br />application, specifically the variance involving the sub-standard <br />parking, no longer condition approval on the over-flow parking <br />being allowed in the municipal parking lot area. Planning <br />Commission once again noted that the standard for the industry is <br />30% maximum usage of slips at any one time. Based on that <br />standard, only 24 slips out of the 79 would ever be used at any <br />one time. 42 parking stalls would certainly satisfy 24 slip <br />users. It should also be noted that in the earlier license <br />review of this marina, the over-flow parking at the municipal <br />parking lot was imparative because of the boat sales operation <br />and fishing rental units that existed under the previous <br />ownerships with Sailors World and Paul's Landing. The present <br />marina use involves only the rental of slips. <br />The enclosed approving resolution has been drafted excluding <br />any reference to the credit of the municipal parking lot for <br />over-flow use and approval is conditioned on final approval by <br />the Ity Engineer of the storm water design computations.
