Box 66 <br />133j South Brown Road <br />Crystal Bay, MN 55323 <br />Re: Application of Wayzata Country Club for <br />Subdivision of Land (Application No. 1326) <br />Dear Members of the City Council: <br />On May 15, 1989, Wayzata Country Club appeared before the Planning <br />Commission in connection with the above-referenced application. <br />Over a ten-month period of time, Wayzata Country Club has worked <br />closely with the City staff and has addressed every concern raised <br />by the City staff in connection with the application. Despite our <br />efforts, the application was disapproved by the Planning Commission <br />with no explanation of its decision other than a reluctance to <br />approve any more "flag lots" in Orono. This rationale does not <br />appear to be entirely credible in light of the fact that such lots <br />are often created in Orono; (the previous matter approved by the <br />Planning Commission at that meeting was, In fact, action that <br />resulted in the creation of a "flag lot). <br />he Wayzata Country Club has invested a significant amount of money <br />and time in working with the City and in addressing the staffs con­ <br />cerns. We are troubled by the Planning Commission's decision. In <br />light of Wayzata Country Club's agreement to conform to the staff's <br />recommendations regarding drainage, septic system, structure location <br />and other similar issues, I do not believe there is any rational <br />basis for the denial of the application. In my own mind, such a <br />denial would not only be arbitrary, but would result in dissimilar <br />treatment of applicants who are similarly situated. Such a decision <br />would certainly resuJt in substantial losses to the Wayzata Country <br />Club.
