The application will be reviewed in two <br />phases. The first phase will deal with the required standards and impact <br />of the new division lines upon existing improvements as part of the lot <br />line rearrangement subdivision review, and the second will cover a partial <br />commercial site plan review for the existing Art Center to determine impact <br />on existing improvements as they support the school/community center use. <br />Lot Line Rearr2uigement - <br />Once again it is important to remind the Planning Commission that the <br />Art Center would have the legal right to sell Lot 5 without the need of any <br />City approvals. It is the Art Center's desire to provide additional area <br />for the new owner's single family use. It is not a subdivision to create a <br />new buildable site, b't merely a rearrangement of lot lines. Original Lot <br />5 has been doubled in area but still does not meet the required 2 acres. <br />As proposed, all required setbacks are satisfied from the new lot lines for <br />the Hill School parcel (referred to on your survey as Parcel B). Staff has <br />concern with the minimal 1’ setback of the tennis court from the west side <br />lot line of Parcel B, Staff must recommend that a 10’ setback from the <br />tennis court be maintained. The lot line must be realigned along uhe east <br />side of the tennis court n'-oviding a minimum 10’ setback resulting in a <br />27.86’ side setback for the proposed single family structure on Parcel B. <br />The main school structure meets the required 50’ setback from the new <br />division line. <br />The future owner of Parcel B should be advised that prior to the <br />occupancy of the structure the single family residence must b^ connected to <br />available municipal sewer.
