RESOLUTION #588 <br />• A RESOLUTION OPPOSING SF 939 <br />WHEREAS, the depressed condition of the housing industry <br />is more of a national problem than a local and regional problem, <br />and attempting to deal with such a national problem on a local <br />scale would add confusion to an already confused situation; and, <br />WHEREAS, it has been charged but unsubstantiated that <br />minimum lot and house size and other various local regulations <br />are the major cause of high cost housing and singling out local <br />regulations without regard to other more important factors in the <br />cost of housing is questionable in itself; and, <br />WHEREAS, S.F. 939 attempts to solve the high housing <br />cost problem by unfairly and incorrectly singling out local <br />government regulations as the major factor. <br />BE IT RESOLVED that the Executive Committee of the <br />Association of Metropolitan Municipalities opposes the passage <br />of S.F. 939 for the reasons enumerated and supports, instead, the <br />following recommendation contained in the Development Framework <br />Chapter of the Metropolitan Development Guide: <br />• "The State Legislature should charge the <br />Metropolitan Council to convene the <br />Association of Metropolitan Municipalities, <br />The Minnesota Housing Institute and other <br />concerned groups, as necessary, in an exam- <br />ination and review of the effects of govern- <br />mental regulations, taxes, financing and <br />industry practices on the cost of housing <br />in the metropolitan area. The Council <br />should be charged with recommending legis- <br />lation to solve any problems that are <br />identified in the study." <br />Adopted by the Village Council of the Village of Orono, Minnesota, <br />at a regular meeting held April 8, 1975. <br />� r <br />Robert L. earles, Mayor <br />• Attest: <br />Walter R.
