The <br />criteria for selection would be similar to the 1989 test <br />looking at officer interest, number of years of police <br />exoerience, whether in Orono or in total, educational <br />requirements, and if going outside the department, <br />pyschological fitness for the position, as well as meeting <br />leadership qualities needed by our Department which has a <br />strong public relations need, with service to our citizens <br />being our major theme. <br />RECOMMENDATION <br />It is my considered position and request that the <br />implementation of a third supervisor be delayed until <br />October so that present employees have a chance to further <br />develop their leadership skills so that the Department could <br />seriously consider the present employees. As a result of <br />the last two testing processes, I and the Department <br />supervisors do not feel the Department has a promotable <br />candidate at this time. This delay also will permit the <br />second supervisor to become more confident, more fully <br />developed in his supervisory leadership role and allow for <br />training the third supervisor. I will continue the team <br />leader program to enhance leadership potential from <br />interested officers to cover periods when a supervisor is <br />not scheduled. I hope to further assist both the Department <br />and the Councils by putting into writing the Departments' <br />objectives and goals, both short term and long term.
