MINUTES OF A REGULAR MEETING HELD AUGUST 13, 1974 <br />Mr. Wayne Long, of Orr-Schelen=Mayeron, was <br />present to address the Council on setting <br />uidelines for assessing the 73-1A, 73-1D, <br />73-1E, & 73-1F Projects. It was recommended <br />we defer until February any further assessment <br />proceedings. <br />The Village Administrator was instructed to <br />forward to the Hennepin County Highway <br />Department a request to allocate and commit <br />MSA funds to acquire right-of-ways for the <br />proposed ring route north of Orono, which <br />involves County Highways #)110, #19, & #6. <br />A representative from Hickok & Associates, <br />presented a status report on the storm water <br />management plan, which in part is composed of <br />quality and quantity of water in 110 marshes <br />in Orono. It was recommended that all reports <br />and tables be simplified so that they could be <br />easily understood by the average layman. <br />i <br />Searles moved, Welsh seconded, to instruct the <br />legal department to submit a 26' marsh <br />environmental protection buffer zone <br />requirement ordinance for Council review. <br />i0lotion, Ayes (5) - Nays (0) . <br />Mr. Herman Renner appeared before the Village <br />Council concerning the disturbing noise and <br />late hour parties at the North Shore Marina, <br />located at 3220 North Shore Drive. The Village <br />Council instructed the Village Administrator <br />to draft a letter to the North Shore Marina <br />informing them of their responsibilities in <br />controlling disturbances and noise complaints <br />generated from activity within the marina <br />area during the night. <br />Searles moved, Butler seconded, that ROsolution <br />0550, a resolution appointing election judges <br />for the primary and general elections to be <br />held September 10, and November 5, 1974, with <br />the deletion of Mrs. Massengale from the list, <br />be approved. Motion, Ayes (5) - Nays (0) . <br />Welsh moved, Paurus seconded, to repeal <br />Ordinance No. 150, commonly referred to as <br />the Uniform Electric Franchise which was a <br />40requisite to the Metro Rate Authority <br />-Kablishing rates and franchises.
