Gaffron, Asst Planning & Zoning Administrator <br />Date:April 26, 1989 <br />Subject: #1388 Charles Bertelson, 760 Tonkawa Road - <br />Variance <br />Zoning District - LR-lB, Single family lakeshore residential, 1 <br />acre^ sewered <br />Application - Request for accessory structure floor area variance <br />to construct accessory building (workshop) with tuck-under <br />garage, 960 s.f. on each of two levels. <br />Lot Area - 0.54 acre <br />List of Exhibits <br />Exhibit A - Notice of Planning Commission Action 4/18/89 <br />Exhibit B - Applicant's Alternate Plan if Variance is Denied <br />Exhibit C - Memo & Exhibits of 4/13/89 <br />Discussion - <br />Please review the memo and exhibits of April 13, 1989. The <br />applicant is proposing to construct a detached 3-car garage with <br />storage and workshop space above it. <br />The Planning Commission at their April 17th meeting voted 5- <br />1 to recommend denial of the request for the floor area variance. <br />Planning Commission's first motion, to approve a 2-story 24'x24' <br />garage, failed on a vote of 3-3. Planning Commissioner Hanson, <br />in a minority opinion to the denial motion, felt that holding <br />applicant to the 1,000 s.f. maximum would not allow for <br />efficient, usable spaces given the topography and applicant's <br />space needs. <br />The applicant prefers to accommodate his space needs in a <br />single structure. He feels that one 24'x40' 2-story structure <br />will be less of an impact on the neighborhood than two side-by- <br />side 20'x24' structures, which he would be allowed to construct <br />under current codes. Staff has verified that the 2-structure <br />option is indeed viable, in keeping with the required setbacks <br />and hardcover for this property. <br />Staff Recommendation - <br />The following options and possible consequences should be <br />considered by Council: <br />1. If a total floor area variance is completely denied, per <br />the Planning Commission recommendation, applicant has stated <br />he intends o construct the two side-by-side buildings.
