AGENDA ITEM <br />Date: April 14, 2025 <br />Item: 10 <br />Title: LA24-000066, 430 East Long Lake Road, Conditional Use Permit & <br />Variances - Resolution 7577 <br />Presenter: Matt Kamey, Planner <br />Section: Consent Agenda <br />Purpose: <br />The applicants received support for a conditional use permit for the keeping of farm animals in the <br />LR-lA zoning district and variances from the conditional use permit standards, at the March 10, <br />2025 City Council meeting. A resolution has been prepared to memorialize the approval. <br />2. MN§15.99 Application Deadline: <br />The application was made on December 3, 2024 and deemed complete on December 23, 2024. The <br />application has been extended from the initial 60-day review period for an additional 60 days, and <br />this application expires on April 22, 2025. <br />3. Background: <br />The applicants' proposal is for up to thirty (30) pigeons to be kept on the property. The pigeons <br />will be kept in an enclosed coop (54 square feet) in the southeast corner of the property, <br />approximately 35 feet from the eastern property line and 55 feet from the southern property line. <br />According to the applicants, the pigeons are show pigeons, which can tolerate the cold and dark as <br />the proposed coop will not be heated or lit. The pigeons are to be kept in the coop and will not be <br />free to fly. The applicants state the noise generated from the pigeons would be minimal, and the <br />coop would be cleaned regularly to reduce potential odors. The keeping of pigeons is similar to <br />chickens and are considered farm animal which require a Conditional Use Permit (CUP) and <br />Variances from the CUP standards outlined in Section 78-303(3) <br />Link to Planning Commission Packet. <br />4.
