• <br />'RESOLUTION NO. 532 <br />A RESOLUTION URGING THE METROPOLITAN SEWER <br />BOARD AND THE METROPOLITAN COUNCIL TO <br />IMMEDIATELY PROCEED TO CONSTRUCT THE ORONO- <br />LONG LAKE INTERCEPTOR USING ALTERNATE 1 AS <br />THE CONSTRUCTION.PLAN <br />BE IT RESOLVED BY THE CITY OF ORONO THAT: <br />WHEREAS, the Metropolitan Sewer Board has a statutory <br />duty to remove existing treatment plants from a discharge <br />into Lake Minnetonka and to connect them to the Metropolitan <br />Disposal System, and <br />WHEREAS, the public health, safety and welfare require <br />the placing of those plants on the Metropolitan Disposal <br />System at the earliest possible time, and <br />WHEREAS, it is the statutory responsibility and duty <br />of the City of -Orono to determine the necessity and financial <br />capacity of the City of Orono to undertake the construction <br />of trunk and lateral sewers within its boundaries, pursuant <br />to a sewer plan approved by the Metropolitan Sewer Board, <br />NOW, THEREFORE, BE IT RESOLVED THAT <br />1. The Metropolitan Sewer Board or the Metropolitan <br />Council immediately order the construction of the Orono -Long <br />Lake Interceptor using Alternate 1 as the construction plan -for <br />that interceptor; <br />2. That the Metropolitan Sewer Board and the Metropolitan <br />Council recognize the statutory duty and responsibility of <br />the City of Orono to balance the many complex factors that <br />comprise a decision to construct a local trunk or lateral <br />sewer system, including public need, financial ability, <br />desires of the residents, effect on development, and other <br />factors and that the Metropolitan Sewer Board and Metropolitan <br />Council not adopt the staff recommendation that local sanitary <br />a <br />
