April 10, 1989 <br />City o-f Orono <br />^©m\mk <br />miom <br />My name is Ward Ferrell, 3405 Watertown Road, to re-fresh your memory I <br />have been trying to build a retirement home since 1903. Because of delays <br />not counted on it is dragging out. <br />To save the Council more time I am writing this letter to bring things <br />up todate and state part of my side. <br />1. I have lived in Orono since 1936, that is longer than <br />most of you are old. <br />2. I have owned this property since 1940, Paid taKes on them <br />as buildable lots until you changed ordinance. I even paid <br />taxes as buildable land even after the change. <br />3. I built the present home in 1950 and 1959. At that time, <br />all the land I owned was in one parcel. They didn't like <br />the idea or two homes on one parcel of land. When Herb Ross <br />(Mayor) called me to come and get a permit. He expressed <br />the City's desire that I divide the land to avoid problems <br />in the future. Herb Ross, George Hanson and I reached an <br />agreement to divide the land as it now exist. All tti^u, <br />this was never recorded at the City this is the truth. I <br />did my part. <br />4. The City changes ordinance in zoning and lot size. Land <br />owners are bound by existing lot lines. When people found <br />a loop hole you changed the ordinance to block. People <br />have owned lots with common lot lines and have put them in <br />husband-wife and son's name to avoid ordiance COMMON OWNER- <br />6HIP - COMMON LINES 6ULL1N50N. Should I do the same? <br />5. Because of this I am penalized for owning more than 1 piece <br />of land (Discrimination). <br />6. Two blocks from my home (Cygnet Place and Watertown Road) <br />a permit was issued to Guild on 1 acre lot - this property <br />has poorer drainage than mine. <br />7. At one point the ordinance of 2 Acres of dry buildable land <br />was bought up. 1 mention three pieces of property, which I <br />would appreciate you to go and see. <br />a. * 900 Brown Road - Mike wrote that it had <br />about .97 acre of land to build on. I think it's <br />smaller than that. Survey would tell the different. <br />b. * 1925 West Farm Read - Mika stated drainage <br />easement on the west side. No mention that 1/.' of <br />the so.fth end was low land.
