3708001 q-u-ss. <br />eX!4 <br />Ordinance No. 7 <br />An OrdlBanee Kegulailag Plal- <br />flat la the VUlaga of Oioaow <br />Heaaopfta Covalr* Klnneinti <br />The Village Council of the Vil* <br />lage of Orono ordains: <br />That the following regulations <br />be, and the same are, hereby <br />adopted and approved; and shall <br />be known as and may be cited as <br />**ViUage of Orono Subdivision <br />Regulations.** <br />In order to safeguard the best <br />interests of the Village of Orono <br />and to assiat a subdivider in har <br />monizing his interests with those <br />of the Village et large, this ordi <br />nance is adopted in the hope that <br />adherence to it will bring resulte <br />bewagiml to all concerned. <br />It is obvious that piecemeal <br />planning of subdivisions Will <br />bring a disastrous disconnected <br />patchwork of pattern and poor <br />dmalation of tralBe unless its <br />design and arrangement are cor <br />related to a Master Flan Study <br />aiming at a unified scheme of <br />community interests. It is, there <br />fore, necessary for the Orono <br />Village Cotmcil to make certain <br />regulations and requirements <br />which contribute to the health, <br />safety, convenience and general <br />welfare of the community. In <br />the long range analysis, the Plan <br />ning Commission believes these <br />regulations «*ill aid in raising <br />property values for the subdivid <br />er and will effect many economies <br />in the platting and development <br />of a logical subdivision. <br />**Subdivision’* in this ordinance <br />means the division of a parcel of <br />land into two (2) or more lots or <br />parcels fdr the purpose of trans <br />fer of ownership or btiilding de <br />velopment; prodded that a divi <br />sion of for agricultural pur <br />poses into lota or parcels of five <br />(S) acres or more and not involv <br />ing a new street or alley shall <br />not be deemed a subdivision. The <br />term includ^v re-subdivision and, <br />when appropriate to the context, <br />•hall relate to the process of sub <br />dividing or the land subdivided. <br />Division of any existing lot, par <br />cel or plot of land shall be con <br />sidered. within the purview of <br />this ordinance. <br />OElfaUJL lUCQUlREMEIfTS <br />fltresta <br />1. In any areas where the Plan- <br />wtwg Commission has adopted a <br />part or whole of a Master Plan, <br />the proposed subdivision shall <br />conform in general principle to <br />such Master Plan and if the sub <br />division area covers a designated <br />thoroughfare, such part of this <br />main artery shall be part of his <br />put '^^d shall be dedicated by <br />the 8ub«IIvider. <br />2. In the design of^he subdi <br />vision, provision shall be znade <br />for the proper connections with <br />existing streeU in adjoining sub <br />divisions or for the proper exten <br />sion of proposed streets Into the <br />adjoining property where such <br />adjoining property has not been <br />subdivided. In considering the <br />extension of such streets, every <br />attempt should be made to maln- <br />Uin property values in adjoining <br />subdivisions. (Adjoining develop <br />ments of unequal character <br />should not be united by connect <br />ing streets unless it is deemed <br />necessary in the public interest <br />for street maintenance, safety <br />and fire protection to do so.) <br />3. Street right-of-way widths <br />*K«ii be designed in accordance <br />with their character and use. The <br />following widths are suggested as <br />minimum right-of-way for var <br />ious types of streets: <br />Right-Of-Way <br />a. Major arteries and <br />parkways .................^>...100 feet <br />b. Secondary and main <br />thoroughfares ............... 80 feet <br />c. Neighborhood residen <br />tial streets--------------60 feet <br />d. Minor residential <br />streets 50 feet <br />4. It is desirable that all streets <br />•HmII intersect as- nearly at right <br />angles as seems practical, Uking <br />other factors .into consideration. <br />5. Minimum center line radii <br />of local minor streets shall be not <br />less 100 feet; centerline radii <br />of major and secondary thorough <br />fares should be not less than 300 <br />feet. <br />6. The location of all curved <br />streets should be so arranged as <br />to fit the natural topography as <br />closely as possible and to make <br />possible desirable land subdivi <br />sions and safe vehicular traffic. <br />7. Terminal residential streets <br />or ctils-de-sac should be platted <br />not longer than SOO feet unless <br />topographical conditions make a <br />'..nger terminal street necessary. <br />Such culs-de-sae should be avoid <br />ed altogether where possible. <br />8. A turnaround at the eiffi of <br />all terminal streets shall be pro <br />vided of not leas than 100 feet <br />in diameter at the property line. <br />9. Street names may be indi <br />cated but shall not duplicate nor <br />resemble too closely names of ex <br />isting streets in Orono or in the <br />metropolitan area. Existing street <br />names shall be used where the <br />platted street is a logical exten <br />sion of that particular street. <br />Allefys <br />1. In general, alleys shall not <br />be permitted in a residential sub <br />division. Service drives shall be <br />provided on major thoroughfares. <br />Where alleys are necessary and <br />approved by the Council, they <br />shall be not less than twenty (20) <br />feet in width. Alleys will be re <br />quired in (he rear of all lots to <br />be used for business purposes. <br />2. Where two (2) alleys inter <br />sect, a cut-off of not leas than <br />ten (10) feet along such property <br />line from the normal intersection <br />of the property lines shall be pro <br />vided. <br />3. Dead-end alleys shall be <br />avoided where possible, but if <br />unavoidable, shall be provided <br />with adequate ttirn-around facil <br />ities at the dead-end as deter <br />mined by the Council <br />Easements <br />Where alleys are not provided <br />at the rear of properties, there <br />must be provided a public ease <br />ment as a part of the plat The <br />purpose of such easement is to <br />provide possible location for util <br />ity lines such as sewer, water and <br />gas and for location of electric <br />and phone lines. Such easement <br />shall ht not less than five (5) feet <br />on each side of the lot line, mak <br />ing a total of ten (10) feet No <br />garages nor structures shall be <br />built upon this easement Ade <br />quate easement provisions shall <br />be made for area drainage and <br />storm water carry off. <br />Blocks <br />Considerable latitude as to size <br />of blocks is deemed desirable by <br />the Council in order that the <br />subdivision may be planned In <br />blocks to suit the topography, the <br />general character of the site and <br />the type of development appro <br />priate to the locality. With the <br />increased use of the automobile.
