• <br />RESOLUTION #496 <br />A RESOLUTION SUPPORTING THE HENNEPIN COUNTY LEAGUE <br />REORGANIZATION PROPOSAL <br />WHEREAS, in recent years there has been a proliferation of <br />policies and laws emanating from Federal, State, County, -and Metropolitan <br />jurisdictions which have had the effect of transferring tremendous <br />resources from suburban areas to inner city areas, and <br />WHEREAS, the suburban and outer community areas are divided, <br />many in number, and without a cohesive and united organization to <br />represent its interests, and <br />WHEREAS, not having a cohesive organization, there does not <br />exist research, data, and staff wherein suburban area communities can <br />defend and advance their several interests, and <br />WHEREAS, the inner cities have large staffs, full-time councils <br />and mayors, and many organizations, e.g., The Citizens League, Urban <br />League, Downtown Council, Chamber of Commerce, and many other civic/ <br />religious groups, etc., all of whom continually emphasize the problems <br />and needs of the inner cities, and <br />WHEREAS, the media also supports inner city positions through <br />continuous and expanded news coverage in relation to the suburbs as well <br />as an apparent bias which favors the inner city viewpoint, and <br />•WHEREAS, suburban area legislators, congressmen, and other <br />representatives lack proper data and support from their municipal <br />constituents and are therefore unable to effectively represent the fair <br />and best interests of the suburban area citizens, and <br />WHEREAS, it is our belief that we are responsible to see that <br />our citizens receive fair and equitable consideration in legislative and <br />policy making activities, <br />NOW, THEREFORE, BE IT HEREBY RESOLVED that the Village of Orono <br />supports and encourages that the following steps be taken by the Hennepin. <br />County League of Municipalities Board of Directors: <br />1. Redirect Hennepin County League of Municipalities objectives <br />so as to give increased and more vigorous emphasis to the <br />needs of the suburban and outer communities; <br />2. Strengthen the Hennepin County League of Municipalities <br />organization and its functions so as to make possible an <br />expanded and more active role; <br />3. Increase the Hennepin County League of Municipalities <br />budget and dues schedule to finance the operations of <br />the larger staff and increased activity; <br />0 <br />
