MINUTES OF REGULAR ORONO COUNCIL MEETING MARCH 13, 1989 <br />ZONING PILE #1382-ROGERS CONTINUED <br />this application. Mr. Lumry explained that the Roger's require <br />the additional space because of their large family. Goetten then <br />asked about a proposed sidewalk. Mr. Lumry stated that the house <br />will have patio doors and the sidewalk would be used to access <br />that entry. He added that the sidewalk would also act as a back <br />up to the drainage catch basin. CounciImember Goetten urged Mr.. <br />Lumry to minimize hardcover wherever possible. <br />Planning Comm. . on Representative Moos explained that the <br />Planning Commissj »n*s concerns centered mainly upon the <br />possibility of additional hardcover variances being sought in the <br />future (i.e. a garage). They preferred to have everything <br />brought forward at once, rather than in a "piece-meal" fashion. <br />Mr. Rogers asked Mr. Lumry to provide the factors they <br />believed would be detrimental to the plan of ending a drainage <br />pipe on the flat surface before the slope. Mr. Lumry explained <br />that the problem would be the possibility of the water in the <br />pipe freezing due to inadequate cover. There would also be a <br />problem with the option of draining across the property due to <br />several larger red oak trees that are susceptible to oak wilt. <br />Also, this plan would offer minimal ground coverage for the pipe <br />and freezing may occur. <br />Assistant Planning and Zoning Administrator Gaffron <br />expressed concern about the grading that would need to occur in <br />the 0-75* zone in order to bury the pipe. There is also concern <br />about erosion of the slope occurring in cases of heavy rainfall. <br />It was moved by Mayor Grabek, seconded by CounciImember <br />Nettles, to approve the hardcover and lakeshore setback variances <br />to attach the existing house and guesthouse, conditioned upon the <br />applicant working with staff to achieve an adequate drainage <br />plan. Motion, Ayes=4, Nays=0, Motion passed. <br />PLANNED DEVELOPMENT ORDINANCE* <br />It was moved by Mayor Grabek, seconded by CounciImember <br />Peterson, to table the Planned Development Ordinance to the March <br />27, 1989 Council Meeting. Motion, Ayes=4, Nays=»0. <br />AMENDMENT OF DRAINAGE EASEMENT <br />LOT 6, FARVIEW ADDITION <br />RESOLUTION #2594 <br />It was moved by Mayor Grabek, seconded by CounciImember <br />Peterson, to adopt Resolution #2594, approving the amendment of <br />the drainage easement within Lot 6, Block 1, Farview, as set <br />forth in Exhibit "A", ar-^ granting a quit claim deed to release <br />or vacate all interest in and to the drainage easement. <br />ENGINEER'S REPORT <br />None
