Briefly, the <br />applicant is proposing to split off a 5 acre Ic ‘ in order for his <br />son to construct a home. The proposed 5 acre xot will contain <br />approximately 2 1/2 acres on the north side of the Luce Line, and <br />2 1/2 acres on the south side. The proposed house site will be <br />on the north side. <br />At their January 17 meeting. Planning Commission discussed <br />in depth the merits of creating a 5 acre building lot separated <br />into two parcels by the Luce Line Trail. Planning Commission <br />generally concluded that as long the building site parcel <br />contains a minimum of 2 acres, and that the property <br />configuration will allow for 100' setback from the Luce Line <br />right-of-way as well as allow for primary and alternate <br />drainfield sites, the separation is not a critical concern. The <br />Planning Commission did place specific restrictions and <br />requirements for the out lots on the south side of the Luce Line, <br />as noted later in this memo. <br />The proposal leaves a 12 acre parcel with the Butterfield <br />Greenhouse operation. The access to the proposed new building <br />lot is to be via a 28' wide outlet along the east property <br />boundary. This leaves a 1' setback from the existing greenhouse <br />structures. Planning Commission felt that this driveway outlet <br />location was appropriate, with the entrance revisions suggested <br />by the City Engineer, because it could provide for potential <br />future roadway to serve the neighboring property to the east.
