The following <br />represented the City staff: Acting City Administrator <br />Gerhardson, Building & Zoning Administrator Mabusth, Assistant <br />Planning c:nd Zoning Administrator Gaffron, Chief Kilbo, City <br />Attorney Barrett, and City Recorder Scheffler. <br />CONSENT AGENDA* <br />It was moved by Mayor Grabek, seconded by CounciImember <br />Peterson, to approve the Consent Agenda. Motion, Ayes=4, Nays*0, <br />Motion passed. <br />RECOGNITION - LT. GARY CHESWILK <br />Mayor Grabek expressed the appreciation on behalf of himself <br />and the City Council for Lt. Cheswick's achievements and <br />accomplishments during his 20 years of service as a police <br />officer. Mayor Grabek read the Resolution of Recognition. <br />INTRODUCTION - RECYCLING COORDINATOR MARGE VIGOREN <br />Ms. Vigoren presented the Council with statistics regarding <br />the participation in the recycling program. During the first <br />three weeks of the recycling program, Orono had 35% <br />participation. In time, that percentage will need to increase, <br />but Ms. Vigoren felt that Orono was off to a good start. The <br />combination tonnage from the curbside pickup and mobile drop-offs <br />provides Orono with a 13% abatement. The waste abatement goal <br />required by Hennepin County fo 1989 will be 10%. This <br />percentage will increase to 16% in 1990 and yard wastes will not <br />count in the total tonnage. The Metropolitan Council is pushing <br />for that goal to increase beyond 16%, possibly to 25%. <br />Ms. Vigoren suggested three possible approaches that would <br />aid in the increase of recycling: <br />Promotion and Education - Information pertaining to recycling can <br />be placed in local newspapers, inserts in water/septic bills, <br />city newsletter articles, and church bulletins. In addition to <br />these methods, neighborhood signs, electric message boards at <br />banks, the creation of a float for the summer parades and a <br />competition for participation among neighboring cities could also <br />be used to promote recycling. Hennepin County intends to do an <br />advertising campaign beginning March 20th. <br />City Action - Other cities are using a volume based and/or <br />variable rated garbage fees. Volume based would involve a base <br />price for pick up of one receptacle of garbage and additional <br />fees for two or more. Mandatory recycling is another method <br />being used by other cities. St. Paul will begin mandatory <br />recycling by mid-summer of 1989.
