MINUTES OP REGULAR ORONO COUNCIL MEETING MARCH 13, 1989 <br />NORLING CONTINUED <br />the City Attorney regarding this matter. At this time the City <br />of Orono cannot legally intervene unless Spring Park was to <br />rezone and do a comprehensive plan amendment. <br />Mayor Grabek asked for confirmation that the City of Spring <br />Park was not shirking their responsibi1ty as far as the <br />participation of Lord Fletchers within the community. Gerhardson <br />replied that was correct and that Spring Park has asked Lord <br />Fletchers for a parking lot plan for the facility. <br />CounciImember Goetten stated that the residents had reason <br />to be concerned and hoped that Spring Park did not believe in <br />"spot zoning". She wanted to see Orono stay abreast of this <br />matter and perhaps politely address Orono's concerns to the City <br />of Spring Park. <br />This being an informational item, there was no motion. <br />FULLERTON SUBDIVISION <br />880 TOfiNLINE ROAD <br />INTERSECTION CENTER ISLAND* <br />It was moved by Mayor Grabek, seconded by CounciImember <br />Peterson, to table this application for a center island <br />intersection for the Fullerton Properties, 880 Townline Road, to <br />the March 27, 1989, Council Meeting. Motion, Ayes*4, Nays*0, <br />Motion passed. <br />TSAR XV C.D.B.G. <br />PROGRAM PROCESS <br />CounciImember Goetten inquired as to the number of requests <br />received for rehabilitation funding. Gerhardson responded by <br />saying that the rehabilitation program was very popular. He <br />estimated that the funding would help an additional two or three <br />people. <br />It was moved by CounciImember Nettles, seconded by <br />Councilmember Goetten, to designate April 10, 1989, 7:00 p.m., to <br />conduct a public hearing to determine the use of Block Grant <br />funds for year XV. Motion, Ayes*4, Nays«0, Motion passed. <br />JOINT USE DOCK LICENSES <br />RESOLUTIONS #2595 through #2602 <br />Assistant Planning and Zoning Administrator Gaffron reported <br />that he had 8 joint use dock license applications and that there <br />had been no complaints registered against any of them. <br />It was moved by Councilmember Nettles, seconded by <br />Councilmember Goetten, to approve Joint Use Dock Licenses for the <br />1989 license year for: Foxhill Homeowners* Association, Navarre <br />Cove Homeowners* Association, Rhode/Enlow/Linda 1, Sandy Beach <br />Shores, Walters Port Homeowners* Association, Minnetonka Power <br />Squadron, Victoria Estates Homeowners* Association, and Forest <br />Arms Country Club Addition Homeowners* Association per the <br />resolutions drafted by staff. Motion, Ayes=*4, Nays=0, Motion
