MINUTES OF A REGULAR MEETING HELD FEBRUARY 14, 1972 <br />Butler moved, Dorn seconded,, that the request <br />of Charles Carl for a lot size variance, be <br />approved. ;Motion, Ayes (5) - Nays (0). <br />The following voiced opinions on the Casco <br />Circle park: Fred Poisson., deed restrictions <br />are too restrictive, with marshlands, we have <br />lots of open space in Orono now; Mrs. Charles <br />Davis, 2795 Casco Point Road, no advantage <br />or use for most -of the citizens of Orono; <br />Wilbur Anderson,, opposed to .tafcing the property <br />off tax rolls; Gloria -Nelson, should be given <br />without any restrictions. The Village would <br />have to maintain and'cut weeds; Val Elliott, <br />opposed to tax loss and cancellation of $282000 <br />in special assessments; Marge Gasch, could we <br />use 60' right of way'for street for parking <br />area on Casco Circle? Walter 'Massengale, how <br />many similar gifts can the Village afford -for <br />open space? �,lary Butler, deed restrictions <br />disallow Village discretion in use of this <br />property. The Village, with the advice of its <br />Planning and Park Commission, should have total <br />control over all public lands within the <br />Village. On the other hand, .if it is the hope <br />of the present owners of this property that <br />through these restrictions, the park be <br />to quite totally public", then perhaps it <br />should, be kept as a private park, as it has <br />always been, at their expense. <br />Massengale moved, McCarthy seconded; that <br />the Casco Circle Park deed restrictions, be <br />approved. -Motion, Ayes (3) - Nays (1). <br />Butler Nay. Dorn abstaining. <br />4assengale moved, McCarthy seconded, that <br />Resolution #4331 A Resolution Deleting Special <br />Assessments For Sewer And Water OnCasco <br />Circle Park, be adopted. Motion, Ayes (5) - <br />Nays (0) . <br />P.4cCarthy moved, Butler seconded, that the <br />Village hire a professional planner, subject <br />to the Village Attorney modifying the contracts. <br />:Motion, Ayes (5) - Nays (0). <br />David Opheim appeared concerning a snowmobile <br />problem at West Arm and Crystal Bay.
