Gaffron, Asst Planning & Zoning Administrator
Dates March 8, 1989
Subjects #1377 Richard Anderson, 3980 North Shore Drive -
Variance - Resolution
Xoning District - LR-IC, h acre, sewered
Application - Request for side setback and hardcover variances to remodel
and construct additions to existing residence.
List of Bschibits
Exhibit A - Planning Commission Action Notice of 2/24/89
Exhibit B - Planning Commission Minutes of 2/21/89
Exhibit C - Resolution
Exhibit D - Memo & Exhibits of 2/15/89
Discussion -
Please review the memo and exhibits of February 15, 1989. The
applicant originally was requesting a side setback variance and hardcover
variance to construct a 2-story addition at the rear of his house in
conjunction with remodeling the existing garage area into a workshop. This
would leave the residence with no garage.
During discussions at the Planning Commission meeting of February 21,
Planning Commission expressed concern that this owner or a future owner
would eventually request additional variances for hardcover in order to
construct a garage, which Planning Commission felt could possibly be
avoided by conditioning approval on retention of the existing attached
garage. The applicant agreed to that condition, noting that he hopes to
eventually acquire portions of the property to his west which would help
offset future hardcover needs.
A variance of 0.4* is required to place a new foundation under the
existing garage, which is 9.6* from the east side lot line, and the
proposed addition to the north of the house will be approximately 9.1* from
the west lot line, a variance of 0.9*. Additionally, because the
structures on the property are mainly in the 75-250’ lakeshore setback
zone, the proposed additions require a hardcover variance to Increase from
24.5% existing to 29.5% proposed.
Planning Cii—I salon Rec idation
At their meeting of February 21, 1989, Planning Commission recommended
approval of the east and west side setback variances, and recommended
approval of a hardcover variance for the 75-250* zone, to allow 1,720 s.f.
or 28.1% in that zone. This would be accomplished by moving the 85 s.f.
shed further northeast into the 250-500* zone.
ndationStaff Re
Staff recommends approval per the attached resolution, per the
Planning Commission recommendation.
