Letter to Carol Sattervall - 2/23/89 <br />ISSUE - Determination of issues related to the proposed ordinance <br />that“could make it a viable ordinance for adoption. <br />IHTRODUCTIOM - At the Council's January 9, 1989 Council meeting <br />they reguei^ted that the item be tabled until they had further <br />opportunity to have the concept discussed with them graphically <br />to illustrate the advantages of a planned development over -hat <br />currently exists in the zoning ordinance. Since that time I :ave <br />had an opportunity to discuss this, at least on a initial basis, <br />with all the CounciImembers. In addition the City Attorney has <br />done a further review of the issues and I have had an opportunity <br />to revie^^ the conceptuaJL framework with him in the same manner <br />that I have done with the CounciImembers. <br />DISCUSSION <br />Planned Development Concept “ A primary focus of the individual <br />discassions with counciimembers was the concept, how it works and <br />how it differs from currently existing zoning ordinances. <br />Area of Application - A primary concern to the Council was the <br />unknown impact on the community should this type of ordinance be <br />permitted through out the community. As such it would be <br />appropriate that the Planned Development Ordinance draft which is <br />originally intended for the Highway 12 corridor be amended to <br />limit its applicability at this time to the Comprehensive Plan <br />Amendme'it area along Highway 12 (and should you desire the <br />Navarre area.) At the point that the Council would have more <br />experience with such a ordinance and should it feel appropriate <br />in the future to expand it to other areas, it could then do that- <br />If this is the tact that is to be taken it would be appropriate <br />then that the current conditional use permit sections allowing <br />for planned developments for residential and industrial zones be <br />retained at this time as part of the zoning ordinance. Should <br />expansion be eventaully done f> the full community it may <br />appropriate to repeal those at that time. <br />Implementation of Planned Developed District <br />''A second issue of concern as to tfre actual utilization of the <br />planned development.
