Village of Orono and it*s Police Dep <br />Orono, Mn. <br />j! <br />FEB27IS69 <br />1/211.>9 <br />7o the mayor# Chief of Police# city council# planning com <br />mission and administration. <br />RE: Spring Park rezoning effecting the Orono residents and <br />property ounsrs. <br />Dear Orono representatives and law enforcement# <br />We reside at 3Sno Dickson P;ctenslon# Spring Park# mn. (Village <br />of Orono). • <br />In November of 1988 at 3781 Sunset Drive# Spring Park# Mn. <br />(Citv of Spring Park) a contractor hired by Lord Fletchers of <br />the Lake# demolished a house and garage# large Maple trees <br />and top soil were stripped. A major excavation was performed <br />to change the grade# lowering the elevation of almost the <br />entire lot by approximotly 8 feet. Excavated material was <br />loaded and hauled from site using largo traxcavator and and <br />dump type trucks. Driveway or parking lot base material (I** <br />minus limestone) was Installed. This production was the con <br />struction of a new parking lot addition and a expansion of a <br />alcsady existing parking lot built in aproximatly 1980 to ac- <br />comidate Fletchers facilities. <br />During this constrution my neighbors and I contacted the City <br />of Spring Park administration. We asked that the construction <br />be stopped and inquired about proper permits. We were informed <br />that no additional permits wore needed# other than a demolition <br />permit# and despite Improper zoning the city would allow cont <br />inuation of construction. VJo were also informed an agreement <br />of non use was made until the zoning is changed. <br />This does not change the fact that a parking lot does now exist <br />on a residential zoned lot with only a demolition permit issued. <br />Many Orono residents and property owners including myself are <br />subject to drastic property depreciation# along with the effects <br />of loss of privacy# lncrca::a in tresspassing# littering# theft# <br />traffic# after hours disturbance and the tampering of our <br />environment# such as unflltered water shed# run off Into the wet <br />lands and air polution. <br />Cont.
