S 10.3t) <br />7. Applicant submits Final Plan within ninety <br />days of Preliminary Plan approval and fourteen days prior to Final <br />Plan review at Planning Commission meeting. <br />3. The Zoning Administrator transmits copies <br />of the Final Plan to the Planning Commissionr Park Boards Planning <br />Staffy City Engineerf Building Inspector and Fire Chief. <br />9. Planning Staff reviews Final Plan and makes <br />recommendation to Planning Commission at least five days before <br />meeting. <br />^ 10. Planning Commission reviews Final Planr <br />recommends action to Council. <br />li. If Council approves Final Plan, Zoning <br />Administrator changes the zoning classification on the Official <br />Zoning Map, as required, and files the Final Plan for enforcement. <br />B. Application for an MFPR Project shall be made by <br />the owner of the property except that an option holder may apply <br />provided his application is accompanied by a signed statement <br />indicating no objections from the owner or owners of all properties <br />involved in the application. <br />C. Application for a Preliminary Plan shall be <br />filed with the designated Administrative Official and shall be <br />accompanied by six copies of the following plans and information: <br />1. Location maps showing location within City <br />and more specific location on a half section plat map showing ajl <br />surrounding property lines within 350 feet of the proposed plan. <br />2. Resource Component Analysis (RCA). The <br />purpose of the RCA is to determine specific design features of a <br />Project that will minimize the detrimental effect of development on <br />the natural and man-made environment. Opportunities and <br />constraints imposed by or on the site will be key considerations in <br />the City's Project review procedures. <br />(a) Natural Elements in the RCA shall <br />include documentation and analysis of existing conditions and rela <br />tionships and a projection of the effect the proposed development <br />will have upon: Vegetation (forests and woodlands, wetlands, and <br />grasslands); Geology and Soils (bearing capacity, erodibility, and <br />permeability); Slopes and Topography (slope stability, landscape <br />features, and development potential); Hydrologic Systems (surface <br />and groundwater, wetland , flood plans, and absorption); Wildlife <br />(natural habitat, variety, and preservation-protection). <br />(b) Man-made Element? *n the RCA include <br />documentation and analysis of the factors tha* feet development <br />either providing opportunities or constraints, ..luding Community <br />Facilities (schools, parks and City services, such as fire and <br />ORONO CC 299 (4-1-84)
