After reviewing and declining several iterations of the applicant’s plan, the City <br />granted a CUP for a new, set-in-grade stone stair with two retaining wall-supported landings and a single retaining <br />wall located immediately upslope from the new rip-rap on the eastern portion of the shoreline designed by the <br />applicant’s engineer (Vickery Engineering). The approved plans are detailed in the approved plan set (Exhibit E) <br />and Resolution 7486 (Exhibit D), and are depicted below in yellow on Insets A and B. <br /> <br />Inset A Inset B <br /> <br />Application Summary: The applicant requests an after-the-fact amendment to the conditional use permit <br />authorizing newly constructed boulder retaining walls, including the boulder walls bordering the lake access <br />stairs, within the bluff and the lake setback which exceed approvals granted in 2024. <br />Staff Recommendation: Staff recommends approval conditioned upon receipt of an acceptable (updated) <br />landscape plan prior to City Council review. <br />14
