Mabusthr Building & Zoning Administrator <br />January 12, 1989 <br />Subject: #1334 Sidney ReberSr 715 North Brown Road - <br />PRD/Subdivision - Referred Back to Planning Commission for <br />Further Review <br />List of Exhibits <br />Exhibit A - Topographic and Building Pads - Lots 1 through 4 <br />Exhibit B - Amended Plan <br />In order to satisfy the intent of the Comprehensive Plan with the <br />higher density development adjacent to the existing rural development along <br />the northern property line of the Rebers* property. Council has approved <br />the 25 unit PRD with a 100' wide restricted development area. In addition, <br />it has required the plantings of evergreen buffered areas in three <br />strategically placed locations that would lessen the visual impact upon the <br />adjacent properties. An agricultural/farm fence will also be installed <br />along the north boundary of the property to prevent trespass of children <br />and animals upon the Platteter property. Council also called for the aunend~ <br />ment of the original PRD that would reduce the number of units to four <br />building pads along the north property line in another attempt to lessen <br />the Impact of the higher density development to the south. The reduction <br />from 6 to 4 lots would minimize impact of higher density development, but <br />would the increase in the size of pads create potential for more intense <br />structural development? <br />With many other pressing issues for Council to resolve at preliminary <br />approval. Council asked that the Planning Commission reconsider the amended <br />proposal, specifically to determine the need for further building controls <br />on the four northern building pads (1 through 4). The neighbors in <br />attendance appeared concerned that with an increase in the building <br />envelopes, that massive structures would be constructed creating a visual <br />impact for surrounding rural residential owners. Is the 80% hardcover <br />limitation adequate for building pads ranging from 17,200 s.f. to 23,000 <br />s.f.? If not. should the hardcover allowance be reduced or would other <br />controls be more effective in reducing the visual impact of development at <br />the higher elevations along the north border?
