Friday^ January 27, <br />1989. <br />The enclosed tabulation contains a complete accounting of all bids received <br />and the recommended low bidders and alternates. <br />The accepted low bids for materials are determined by availability and <br />location of materials. Traveling distance to a supplier is considered a <br />cost factor when determining a low bid. <br />When renting equipment with an operator, we are guided by the type, size of <br />equipment, and an hourly rate. It is possible to award the low bid to mere <br />than one contractor when considering materials and equipment. In order to <br />stimulate enthusiasm for the following years work, we make sure to divide <br />the work accordingly among these low bidders. <br />In the event the low bidder is not available, the City reserves the right <br />to purchase from the next alternate. <br />I recommend that the City Council accept the bids as presented for the <br />calendar year 1989. <br />TO: MAYOR GRABEK & ORONO COUNCIL MEMBERS <br />FROM: MARK E.
