1. Allowing County Road 116 - County 6 ^ Highway 12 - <br />Determination as to whether” the CouncTl desires to <br />request Hennepin County take over this on a voluntary <br />basis. <br />2. Reconstruction - Determining whether the Council <br />desires to have or approve plans of this segment if the <br />County takes it over. <br />3. Alignment - Determine if the Council desires to have <br />this segment constructed slightly to the west (up to <br />14*) to buffer existing residences on the east without a <br />substantial impact on the undeveloped portion to the <br />west. <br />4. Right-of-way - Only the costs entailed would be 1/2 <br />of right-of-way costs. ($19,000 - 2 » 9,500) <br />right-of-way costs between 6 and 12 could be minimized <br />by dedication of ROW for development. <br />5. Bike Trails - As an option a one sided bike path <br />could be installed for about $19,000 of which the City <br />would pay half. <br />It should be additionally noted that should the County take oyer <br />the entire lenght from the border to Highway 12 tne folloWi.ng <br />benefits accrue to the City of Orono; <br />1. Siqnalization at Willow/12 - While this would not <br />guarantee a signal at the point that /ehicle warrants <br />for cross traffic are met, the County would pick up a <br />portion of the light which would otherwise be Orono s <br />($10,000). <br />2. MSA Mileage/Funding - Should the County take over <br />Willow Drive the City would be able to designate another <br />portion of that road in the City if it chooses for MSA <br />designation together with using its funding that it gets <br />for other needs in the community. This is particulary <br />in light of the City saving any reconstruction monies <br />for the future for Willow. <br />ALTERNATIVES - <br />Issue 1. <br />1. Choose to support. <br />2. Choose to oppose. <br />3. Choose to take no position. <br />4. Choose to table. <br />Issue ^A. Willow - Medina to Six <br />la. Choose not to participate. <br />lb. Allow County to voluntarily take over the segment. <br />2. Allow construction of an upgraded segment. <br />3. Specify alignment for that construction.
