County Road 116 Draft Resolution <br />ISSUES - <br />Determination as to whether the Council wishes to adopt the <br />attached draft resolution as its statement of opposition to <br />County Road 116 proceeding south of Highway 55. <br />INTRODUCTION - At the Council's last meeting they directed staff <br />to indicate the Council's opposition to County Road 116 going <br />forward together with tabling the balance of the issue related to <br />the City's action should the road be constructed. <br />DISCUSSION - In addition to the issues contained in Attachment A <br />is the fact that an upgrade to standards similar to that the <br />County would be using on Willow is contemplated in the City's <br />Capital Budget for about 1995. The estimated cost of this <br />reconstruction was approximately $300,000. Related to this was <br />the potential need for further right-of-way to the west to <br />protect homes on the east and that such be undertaken prior to <br />any development in that area. (As potential acquisition of <br />right-of-way may be required regardless of who reconstructs it, <br />it may be appropriate that the City explore giving the property <br />owners equivalent density credit for the right-of-way given up in <br />exchange for no cost incurred in the right-of-way acquisition. <br />If the County were to do the road the only City cost would be <br />half the right-of-way costs.) It may be appropriate that this be <br />dedicated in any planned development or subdivision. <br />Raised at the meeting was the issue of the future location of <br />Highway 12 and its relocation to an upgraded Willow. Should <br />Highway 12 stay with the current corridor 116 would continue to <br />provide the feeder to the extent that it presently is proposed. <br />To the extent that Highway 12 would go north of the current <br />location, the Willow/116 would provide an access route to that <br />northerly location. Should it go further south it would serve as <br />part of the conduit for traffic to Highway 12. <br />ALTERNATIVES - <br />Adoption of Resolution <br />a. Adopt the resolution <br />b.
