Gerhardson, Public Works Coordinator <br />Date: February 4, 1987 <br />Subject: Proposed County Road 116 <br />On February 3, 1987, I attended a public information meeting at <br />the Medina City Hall. <br />The purpose of the meeting was to discuss the proposed extension <br />of County Road 116 from State Highway 55 south to Scate Highway 12. <br />The upgrading of the road is being promoted by the City of Medina <br />because presently there is not an adequate north-south road through <br />Medina and city roads are being used which in turn is causing <br />extensive maintenance costs. If County Road 116 is constructed it will <br />be paid for and maintained by Hennepin County. <br />As you can tell by the attached information, the extension of <br />County Road 116 has been part of Medina's and Hennepin County s <br />Transportation Plan for several years. However, it is Hennepin <br />County's position that the road will not receive consideration unless <br />it is extended further south to State Highway 12. <br />Previously all proposals: indicated construction of the road to <br />end of County Road 24. <br />During the presentation by the Medina Engineer and Hennepin <br />County it was determined that the design of the road ^ f ° <br />foot right-of-way, 24 feet of driving surface with 8 feet bituminous <br />shoulders, the design speed limit would be 45 MPH but the Minnesota <br />Department of Transportation would have the final say about what a <br />safe and reasonable speed limit would be. Currently the tra i <br />counts on Willow Drive between County Road 24 and bounty Road 6 are <br />approximately 1,400 VPD (vehicles per day) on the south end and 1,900 <br />VPD at the Orono/Medina border. Hennepin County estimates that when <br />the road is completed traffic counts may be 2,500-3,000 VPD. <br />There are no plans for signalization at County Road 6 and Willow <br />Drive but a traffic signal at Willow Drive and Highway 12 is a <br />probability. <br />Following discussion by the audience, the Medina Council voted to <br />table the matter for six weeks to allow time for more^ <br />be received from residents abutting the proposed or existing roadway.
