Extension of County 116 - <br />July 7, 1987 <br />Page 2 of 4 <br />Public Hearing <br />The City of Medina began consideration of their project last fall <br />and after considerable discussion and exploration of a City <br />funded alternative for such a route it was the Medina Council's <br />determination that they would request Hennepin County to extend <br />County 116 through their community, (As noted in Attachment I a <br />number of Medina residents remain opposed to this extension. <br />Staff has informally asked that the Medina residents use only one <br />spokesperson at the Orono public hearing to express their <br />position.) <br />In order for the Council to gain input particularly from those in <br />the Willow vicinityr Council voluntarily established a public <br />hearing for this evening at their June 8, 1987 Council meeting. <br />As this is a County project Ted Hoffman and Bruce Polaczyk will <br />be present to make a presentation and respond to questions from <br />both Council and those in attendence at the public hearing. <br />DISCUSSION - As noted above the City of Medina through this <br />project will be able to gain a north-south route through * 'e <br />middle of their community where one currently does not exist. \s <br />they are not able to gain MSA funding this represents a way of <br />paying for a substantial expense without a burden on the Medina <br />taxpayers. (It should be noted that the County directly receives <br />money for MSA funding that can be utilized for communities under <br />6,000. In addition to having the County construct the road the <br />ity of Medina does receive the benefit of having the County <br />aintain it through their community.) <br />The residents who are opposed to the extension in Medina have <br />indicated their opposition in that they feel that the widening of <br />the road through the community will negatively impact their <br />current situation by: <br />A. Disturbing the rural nature of the community in which <br />they chose to live. <br />B. Additionally generated traffic particularly expecting <br />additional traffic coming from Highway 94 using 116 as a <br />short cut down to the Lake Minnetonka area. <br />The project in Orono would entail an expansion of the right-of- <br />way from 66 feet to 80 feet with an expansion of the travelled <br />portion by approximately 4 feet on each side south of County Road <br />6 to 9 feet on each side north of County Road 6. Residents most <br />affected are the three residents just north of County road 6. If <br />a rural section of roadway is constructed in the area just north <br />of County Road 6» the ditches would be very close to the <br />residents' homes.
