LMCD - Lake Minnetonka Management Plan <br />January 19, 1989 <br />Page 5 of 5 <br />One must ask why the councils of the participating cities were not <br />provided with this background information before the first meeting of <br />the sub-committee? Why was the obvious shock reation encouraged by <br />the LMCD? Staff has never received a satisfactory answer to this <br />question. <br />Staff Recomnendation - <br />It is obvious that some of the questions noted above cannot be <br />resolved at this point as the planning process of the management plan has <br />just begun. There will no doubt be many more issues raised and resolved <br />during this process. Staff would recommend that we continue to participate <br />actively in the planning process through resolve of the many unknowns, and <br />strongly suggests that either you or a CounclImember explore membership on <br />the Advisory Committee. Membership on this committee will provide the <br />Council with continuous monitoring and an overview of the total planning <br />process. (The advisory committee reviews all final recommendations of the <br />sub-committees - makes recommendations for amendments or additions and <br />presents the final draft to the LMCD Board for approval.) <br />As a representative on the Shoreland Management Sub-Committee, staff <br />will continue to provid ' updated information on all issues raised for <br />consideration and if you approve, staff will continue to request Informal <br />input from the Council when a policy-related question suggests the need <br />for Council direction.
