LMCD - Lake Minnetonka Management Plan Memo <br />Dated 1/18/19 <br />B. LMCD Shoreland Work Sheets <br />ISSUES - <br />1. Orono's view on LMCD*s role on land within 1000 feet of the <br />shoreline. <br />2. Level of investment in other parts of the Comprehensive <br />Management process. <br />INTRODUCTION - Atttachment A highlights several of the issues in <br />development of the shoreland element of LMCD comprehensive lake <br />management plan. <br />DISCUSSION - The most significant issue at this point is the role <br />of LMCD regarding lakeshore regulation; <br />1. Joint Local/LMCD control with LMCD setting minimums <br />and enforcing its regulation. <br />2. LMCD setting minimum regulation to be adopted and <br />enforced by the local municipality. <br />3. Local jurisdiction enact as a minimis for their <br />communities.cooperatively developed shoreland regulation <br />and do their own enforcement. These minimums would be <br />reflected in the joint plan. <br />4. Utilization of DNR regulations and their shoreland <br />enforcement. <br />5. Combinations <br />As for process review, the city could explore futher <br />participation in the Advisiory Council process or at the review <br />stage of the document prior to submission. <br />RECOMMENDATION - It is recommended that following discussion yi^h <br />the City LMCD"representative that Council indicates its desired <br />direction on the major LMCD/City jurisdiction issue. It is <br />staff's recommendation that the cities jointly develop standards <br />to be adopted and enforced locally as it relates to shoreland
