MINUTES OF REGULAR ORONO COUNCIL MEETING JANUARY 9, 1989 <br />WESTONKA BEAUTIFICATION CONTINUED <br />improvements to beautify the area. They are requesting from each <br />of the three cities about $1,350 to hire a landscape architect to <br />come up with this plan. They would allow the three Councils to <br />make comments on the plan. In addition this is an item that has <br />not been budgeted for. <br />Chic Remien, Westonka Chamber Executive Vice President, was <br />present. Ms. Remien stated the idea is for a concept only for <br />private residential owners, business owners and the Cities. <br />After putting out notice of the formation of the beautification <br />committee had to stop taking applicants the interest was so <br />strong in the communities. We have a list of persons who are <br />willing to serve along the way if they are needed. This <br />indicates a real interest by the community that they want to move <br />forward on this project. A bulk mailing wil go out to concerned <br />property owners informing them about a joint meeting where they <br />can come and give their input to the Task Force and the planner. <br />We want to- incourage individual residents. <br />It was moved by Mayor Grabek, seconded by CounciImember <br />Goetten, that the Council agree to contribute up to $1,350.00 out <br />of its budgeted amount for Navarre Redevelopment 1989 and that <br />the Council agree to the process proposed by the Westonka <br />Chamber. Motion, Ayes 5, Nays 0, Motion passed. <br />HIGHWAY 12 - PROPOSED SAFETY IMPROVEMENT <br />Administrator Bernhardson stated that there is a safety <br />project scheduled for -1991. This safety improvement has no <br />bearing on the long range planning for Highway 12, the monies are <br />not transferable. There are six primary items addressed in the <br />memo and one of the property owners has stated they would like to <br />see a continuation of the middle continuous turn lane. We will <br />look t;t that as an issue to see what accident history there has <br />been in Long Lake. Long Lake's three concerns were; <br />channelization, limiting the access to some of the business on <br />the south side and signalization and the North Brown Road/Virgina <br />Avenue intersection. <br />Councilmember Goetten stated she was not in favor of giving <br />any additional right-of-way regarding Brown Road and asked if <br />MnDOT will fund a service road? Bernhardson stated that MnF OT <br />has stated that in certain circumstances they have and it ma^ be <br />a trade off for increased width and right-of-way. Councilmember <br />Geotten asked when Long Lake will be included in discussions. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />G'^etten, that the staff be directed to transmit the City's <br />concerns regarding the safety upgrade indicating that overall the <br />upgrade is appropriate and an improvement.
