§ 10.30 <br />7. Written statement by the applicant <br />indicating how his proposed development conforms to the stated <br />objectives and purpose of this Section and the Orono Comprehensive <br />Plan cuid why his proposal would be in the public interest. <br />8. Fee for filing an MFPR Project application <br />which includes the fees, if required, for subdivision; newspaper <br />publications of the public hearing; mailing of notices to owners <br />within 350 feet and staff reports shall be as determined by <br />resolution of the Council and may be varied from time to time. <br />Subd. 18. <br />Preliminary Plan. <br />Planning Commission Study and Review of <br />A. The Pxann:.{ Commission shall make its <br />recommendations to the Council for Project approval, approval with <br />conditions, or denial. Such recommendations shall be made within <br />sixty days of the initial hearing unless the applicant files a <br />written request to the Planning Commissi-?i for delay.^ If the <br />Planning Commission does not make its reco.-. lendations within the <br />specified time period and a delay has not been requested by the <br />applicant, the Council may take action on the request by the <br />applicant. <br />B. The Planning Commission shall be responsible for <br />evaluating the Project in terms of maintaining the desirable <br />character of the City, the neighborhood^ and site. The Planning <br />Commission shall forward to the Council its recommendations based <br />upon evaluation of the following considerations: <br />1. Relationship to the Resource Component <br />Analysis. Are the features preserved,^ protected or enhanced; or <br />are they diminished, destroyed or exploited? ^ <br />2. Contribution to the Existing Desirable <br />Qualities of the Neighborhood. Are the Ibcal factors of traffic <br />movement, safety, convenience, appearance and general character <br />strengthened? <br />3. Integration of the Various Site Components. <br />Are the locations and arrangements of the various development <br />elements functionally and aesthetically related to each other as <br />well as to the neighborhood setting^ <br />4. Implementation of the City's Comprehensive <br />Plan and Specific Community Objectives. Does the Project <br />correct a deficiency in the balance of community or neighborhood <br />development? Does it integrate or provide a transition between <br />otherwise incompatible areas of existing or proposed development. <br />5. Compatibility With Characteristics of <br />Adjacent Development. Are visual features, such as overall scale, <br />bulk, height, building materials, landscaping, color, and open <br />space in harmony with each other and with surrounding development. <br />ORONO CC 301 (4-1-84)
