INTRODUCTION <br />This document represents the summary of the study phase <br />giving the background, considerations, and conclusions for the <br />alteration of land use patterns in the Highway 12 corridor. This <br />document, submitted as part of the comprehensive plan amendment <br />to the Metropolitan' Council, has been reviewed at a public <br />hearing held before the Planning Commission and by the City <br />Council. The review of this comprehensive plan aunendment is in <br />addition to the nine meetings that were held during the study <br />phase. During the Metropolitan Council's review of this plan, <br />the City will be working to develop the appropriate zoning <br />implementation tools for this amendment. Implementation tools <br />will break down into two groups. The first group is the <br />standards which will have to be satisfied prior to a property <br />being rezoned. The second set will be the actual zoning <br />standards. Some will be new and others will be revisions of the <br />— *• ^ __ ____ __— <br />existing Planned Unit Development (PUD), zoning standards <br />incorporated within current ordinances. <br />Upon review and subsequent approval by the Metropolitan <br />Council, the comprehensive plan amendment will be brought back <br />for formal adoption by the City Council. At that time the zoning <br />amendments will, be considered and adopted to allow for <br />implementation of the comprehensive plan amendment. At the same <br />time the allocation of existing sewer units currently assigned to <br />Orono will be made. Upon adoption of all those items, the City <br />will then be in a position to consider requests for rezoning for <br />properties in the corridor. <br />: !'
