City of Medina <br />2052 County Road 24 <br />Hamel, Minnesota 55340 <br />FEB23|ggf <br />I r ■: (V ■■■0 ! <br />February 12, 1987 <br />Dear Medina Residents; <br />The Medina City Council held an informational meeting on Tuesday, February 3rd to <br />discuss the possibility of approving an extension of Co. Rd. 116 through the City <br />of Medina. <br />The proposed alignment is designed to connect Hwy, <br />map on the reverse side. <br />55 to Hwy. 12, as shown on the <br />At the meeting the City Engineer presented the following information: <br />3+ miles of City street would be transferred to the county highly system; Cost of <br />constructing 1*2 miles of new road would be approximately $415,000 with the entire cost <br />of construction being borne by Hennepin County; a north/south road had been included <br />in the cities Comprehensive Plan. <br />Benefits of the project would be; faster response time by emergency vehicles; a safer <br />road than city streets because hills would be cut dovm and curves straightened; less <br />use of city streets by north/south traffic. <br />Ted Hoffman of Hennepin County Transportation explained that construction would consist <br />of a 9 ton road similar to Co. Rds. 24 and 19 with two-12 ft. lanes and paved 8 ft. <br />shoulders on each side. After designation as a County State-Aid road, the estimated <br />cost of 2^ million dollars for the entire project could be taken from State Aid-funds. <br />The County would then put the project into its 5 year plan and detailed design wrk <br />could commence. The road \/ould be constructed to a 45 mph design with stop signs placed <br />on Co. Rd. 116 at Co. Rd. 24 and Co. Rd. 6 with signals at Hwy. 12. <br />Various city residents spoke in favor of, and against, the construction. Sane of <br />the favorable comments vrere; The inability to travel oh Medina Rd. during the spring, <br />mud season; the ability to move emergency vehicles through the City in a faster, safer <br />manner; a north/south road through the City is inevitable when consideration is given <br />to there only being Co. Rd. 19 and Hivy. 101 which are north/south routes but are 7 miles <br />apart; the ability to have a through road at no expense to residents; the need to <br />upgrade Willow Dr. in a years at a cost of $100,000 to $200,000, assessed to <br />city residents. <br />Opponents expressed the following concerns; A ^"orridor bet^veen Hwy. 55 and Hxgy. 12 <br />for the benefit of others; a major road through the middle of the city wuld alter <br />the rural atmosphere and hasten development of the city; an increase in truck traffic; <br />convenience for commuters, rather than residents; traffic speed will increase; the <br />city is being asked to approve a 24 foot wide road, which is wider than the new city <br />road width policy for rural residential roads. <br />The City Council agreed that the magnitude of the proposed road ^/arranted notification <br />of all residents and business owners in Medina and request that written comments be <br />fon/arded to City Hall prior to their next discussion of the matter on Tuesday, March 17th <br />at 8:00 p.m. <br />Yours truly, <br />CITY OF MEDINA <br />'Donria Roehl, Clerk-Treasurer
