County Road 15 Beautification <br />'Task Force Report and Request for Funding <br />January 4, 1983 <br />Page 2 <br />The <br />to <br />that a design without implementation has no value, and to that end <br />we are committed as a group to encourage the implementation of the <br />Plan through direct contact with individual and business property <br />owners, application for grant funds, and implementation of specific <br />programs such as "Sponsor a Tree, f*^nch...etc.". <br />It was one of the early determinations of the Committee that the simplest method of <br />ensuring a unified plan was to designate one design firm for the entire project. <br />To that end, we sent bid '^quests to approximately twelve landscape and design com <br />panies (Exhibit B) with the understanding that once our Committee had chosen a <br />design firm we would be deoendent upon the three Cities' approval for funding. <br />Coiranittee received five bids from the following firms: Gustafson Design $1,500 <br />$2,500, Barton-Aschman Associates, Inc. $3,500, Otten Bros. Nursery $1,500 +, <br />Arteka $3,000 +, and James Robin $3,000 +. The Designer Selection Committee <br />(members listed above) reviewed all five bids, and with a specific concern to bid <br />requirement qualification #1 chose three finalists and met with them to determine <br />a final recommendation. All three finalists orovided excellent presentations. <br />Final determination was made to recommend James Robin, based upon his distinguished <br />career reputation and his familiarity with our communities (see Proposal for Ser <br />vices. Westonka Area Chamber of Commerce, James Robin's Bid Proposal, Exhibit C). <br />Upon this Sub-committee's rep' Mr. Robin's firm was aoproved by the full Committee <br />as its choice to create a Concept Plan for the new County Road 15. <br />Funding and a timetable for creation and imolementation of the Plan became our next <br />concern. Knowing that many oeoole would want to do some form of landscaping in the <br />Spring of 1989, the Committee has felt from the beginning of this project a sense <br />that time was of the essence. To that end we have looked to develop an overall <br />generalized Concept Plan, one design firm, and early and consistent contact with the <br />Cities' stiffs, in an attempt to provide a product that can. be ready for implementa <br />tion in the Spring of 1989. <br />Please note the enclosed timetable (Exhibit D)_ for Development and Implementation <br />of the Plan. During this period, our Sub-committee on Grants (members listed above) <br />will 'y: exploring and applying for any applicable State and Federal funding. (Please <br />note Exhibit E). <br />With its preliminary work completed, this Committee comes to the three Ci^y Councils <br />to ask*.for funding to further implement its work. The costs projected for this <br />project are as follows: <br />Landscape Concept <br />Communication, Printing and Mailings to <br />specific property owners and the general <br />public <br />$3,500 <br />»; <br />T-i <br />The requested allocation from each City to further implement this project would be <br />$1,350. Please note that this is for a generalized Concept Plan to be prepared by <br />an individual with specific background in this type of complex municipal project, <br />and with input from this Committee and any additional City representatives C'-e*. <br />inning Commission members, etc.) whom the councils feel inclined to name.
