L <br />October 23, 1990 <br />Chief Mel Kilbo*' <br />Orono Police Department <br />PO Box 86 <br />Crystal Bay, MN 55323 <br />y <br />RE:Our file #90-7981 <br />James Granowski Suicide <br />Dear Mel: <br />On behalf of the public safety department, I would like to <br />take this ooportunity to personally extend my thanks and ap <br />preciation to Officer Chip English of your department. On <br />October 13, 1990, Officer English, along with Officer McCoy <br />and Sgt. Dave Pierson, responded to a domestic call in the <br />city of Maple Plain involving an intoxicated male party -o <br />was armed with a handgun and threatening suicide. Officers <br />arrived and »v began the preparation of approaching the sub <br />ject . <br />The subject was in negotiation with a family member in the <br />front yard and after a moment, broke off that negotiation and <br />proceeded to the back yard of the residence. Officers <br />proceeded in that direction and immediately detected shots <br />coming from the back of the residence. The subject randomly <br />discharged six rounds as the officers restrained themselves <br />and called to the subject to lay down his weapon. <br />Unfortunately, t*ie subject did not heed the repeated calls <br />from t^ie officers and turned the firearm to his head, dis <br />charging same and killing himself instantly. It is a tragic <br />event when a situation such as this occurs but even more <br />tragic when officers are attempting to perform their duties <br />and must witness this type of incident. Our investigation <br />into this particular incident shows a very restrained and <br />thoughtful approach In an attempt to resoive this situation. <br />Upon completion of the shooting, the officers conducted the <br />investigation very competently and thoroughly in spite of the <br />gruesome events that they had just witnessed.
