Zoning File #1603 <br />November 15, 1990 <br />Page 4 of 7 <br />Review of Application - <br />At your October meeting, the Planning C: /.nission members <br />approved a conditional use permit and variances to the accessory <br />structure code that allowed a guest house, considered an <br />oversized accessory structure on a 31 acre parcel (22 acres dry <br />buildable) that already had two oversized accessory structures <br />for a final total of 3. Mr. Jacobs' homestead parcel is <br />immediately adjacent to the subject property. Applicant's <br />gardener resides within the house on the 2.7 acre parcel. The <br />proposed greenhouse will supply the gardens on the adjace' : <br />property with plantings for the extensive flowe.r beds on the <br />estate. The Planning Commission voted unanimous approval of a <br />conditional use permit and variance and questioned the <br />introduction of applicant's greenhouse in the review of the <br />conditional use permit for the guest house as they involved <br />separate properties. <br />In light of the impact of the row accessory structure <br />ordinance and the fact that the structures and the uses of the <br />2.7 acre parcel support the estate use on the 31 acre parcel, the <br />2,600 s.f. greenhouse variance does not appear 3 intense or <br />extreme. Planning Commission should ask if they would approve a <br />2,600 greenhouse on your typical ? acre rural lot? Certainly the <br />unique pattern of ownership and use of these properties imoact <br />the review of this application. <br />The greenhouse meets all reqir' *=?d setbacks. The height of <br />the greenhouse at 16' appears t-^ create no height problems. <br />Please review applicant's addendum (Exhibit D), that provides <br />background on the need for the greenhouse. The greenhouse based <br />on the 2.7 acre area does require hardcover variances within the <br />250-5C0' setback area of approximately 3.7%. Per the oversized <br />accessory structure ordinance, the greenhouse exceeds the allowed <br />area for a 2.78 a». ? parcel (allowed 1,200 s.f.) and will require <br />variance approvax because this would be the second oversized <br />accessory structure on the property where only 1 is a Howe., <br />If the property was legally combined with the estate <br />property, a hardcover variance would no longer to necessary.
