1988 Systems <br />Orono <br />nformation Statement <br />■f <br />III. METROPOLITAN DEVELOPMENT AND INVESTMENT FRAMEWORK (MDIF) <br />A. Geographic Policy Areas <br />The MDIF established policies for different geographic areas within the <br />metropolitan urban and rural service areas. These geographic polic' •reas <br />are the setting in which the Council and local governments prepare and <br />carry out their plans. <br />Part of Orono is located within the Metropolitan Urban Service Area (MUSA) <br />and part of it is located in a rural service area. The urban and rural <br />service areas in Orono are separated by a MUSA line. A map of the MUSA In <br />Orono is found in Section 0. <br />Orono should refer to the policies in the MDIF for the MUSA and for the <br />Rural Service Area as it prepares plan amendments in response to this <br />systems statement. <br />The MliSA is defined as that part of the region in which urban-scale <br />development and investment should be located. It is that area where the <br />Council has made a commitment to providing metropolitan system service <br />capacity, in accordance with the regional system plans and with local <br />comprehensive plans that are mutually consistent. <br />B. Forecasts of Population. Household and Employment <br />The Council has prepared forecasts of year 2000 population, households and <br />employment for each county, city and township in the region. The forecast <br />data for Orono Is listed on a data sheet that is contained in this part of <br />the system information statement. It is important that you review the year <br />2000 forecasts for Orono, since the local comprehensive plan forecasts need <br />to be consistent with Council forecasts. You should contact Council staff <br />In the Comprehensive Planning Division if your community's plan anticipates <br />a higher level of year 2000 population, households or employment than <br />c<* rent Council forecasts. <br />The Council uses the year 2000 forecasts as an indication of where growth <br />Is likely to occur, and thus where metropolitan system services will be <br />needed. The forecasts are also used when the Council reviews a community's <br />request to change Its MUSA boundary and extend metropolitan services to new <br />areas of development. <br />The 2000 forecasts are reviewed when local development trends are found to <br />vary substantially from Council forecasts, when unanticipated development <br />is proposed, or as part of amending the local comprehensive plan. <br />The Council revises its local forecasts every five years, using U.S. Census <br />data as a base. The next revision of the forecasts will be made in 1992. <br />At that time, the forecasts will be extended to the year 2010, and new <br />estimates of local land supply and land demand relative to the MUSA will be <br />prepared for each community and county in the region. <br />- 1
